Vietnam Approves Landmark Digital Technology Law Recognizing Crypto Assets

On June 14, Vietnam’s National Assembly officially passed the Law on Digital Technology Industry, a groundbreaking legislative move that brings digital assets, including cryptocurrencies, under formal regulatory oversight. The law will come into effect on January 1, 2026, setting a legal foundation for the country’s broader ambitions in the digital economy.

Crypto Assets Recognized Under New Regulatory Structure

According to local media reports, the new legislation distinctly classifies digital assets into two categories: virtual assets and crypto assets. While both rely on encryption or digital technologies for their operation, they exclude financial instruments such as securities, digital fiat currencies, and other regulated financial products.

The Vietnamese government is now tasked with crafting a detailed regulatory framework, including business conditions, classifications, and oversight mechanisms for these asset types.

Aligning With Global Standards Amid FATF Scrutiny

In a bid to enhance regulatory transparency, the law also mandates strict cybersecurity and Anti-Money Laundering (AML) provisions. These measures are aligned with international norms, a likely response to Vietnam’s inclusion on the Financial Action Task Force (FATF) “gray list” since 2023. The FATF has expressed ongoing concerns regarding the country’s financial oversight systems, particularly in relation to virtual assets.

While the crypto regulations mark a significant milestone, the law’s scope goes far beyond digital assets. It represents a sweeping digital transformation agenda that includes support for industries such as AI, semiconductors, and digital infrastructure. The government is introducing tax incentives, land-use benefits, and R&D support to attract tech firms and bolster domestic innovation.

The legislation also places a strong emphasis on education and workforce development. Regional authorities are directed to provide training subsidies and programs to develop a digitally skilled labor force. In parallel, national education policies will be updated to embed digital competencies into school curricula.

A Global First in Digital Tech Legislation

“With this move, Vietnam has become the first country in the world to enact a standalone law specifically dedicated to digital technology industry,” the Vietnamese government declared, highlighting the country’s ambition to position itself as a global leader in the digital era.
